Progress and Achievements
In 1996, the EU-DG XII (JOULE) project, Database on Wind Characteristics, was started. The project was concluded at the end of 1998, and the project resulted in a unique database of quality controlled, documented wind field time series measurements supplemented with tools to enable easy access and simple analysis through an Internet connection.
As a follow-up to the JOULE project, Task XVII, within the auspices of the IEA R&D Wind, formulated in 1999. The main purpose of the task was to provide wind energy planners, designers, and researchers – as well as the international wind engineering community in general – with a source of actual wind field data (time series and resource data) observed in a wide range of different wind climates and terrain types.
